There has been a rise in sandwich heavy population, we need to know... Do they count as freindlies?

Depends on the player. If i see a heavy eating a sanvich not causing a problem, then I might leave him be. If the whole server is off balance because of him then i might kill him and his "friends".

If he helps out others by giving them their sandvich (both teams) Then I don't see a problem.

All enemy's are to be shot on sight even the civilian's, can never be too careful they could strike at any moment.
